Mission

The mission of the Bay Planning Coalition is to advocate balanced regulation and use of San Francisco Bay-Delta resources to ensure the economic prosperity and environmental protection of the region.

BPC committees serve as an educational forum to increase understanding and communication on specific issues among the membership. The information and dialogue generated within the committees, and subsequently approved by the Board of Directors, serves as the basis for the Coalition's positions on issues and the Annual Work Program. Below is a synopsis of the work program topics for each committee.

Dredging & Navigation

  • Long Term Management Strategy for Placement of Dredged Material Management Plan (LTMS) and Environmental Windows Workgroup(s): As a convener, BPC continues as an active participant of state, federal and stakeholder workgroup(s) to refine the environmental work windows to accomplish needed dredging projects in a timely manner while in compliance with Endangered Species protection laws.

  • Federal appropriations and state funding - Advocate for state and federal funding; projects include federal operations and maintenance and beneficial reuse of dredged material including wetland and levee restoration.

  • Maintains and fosters agency-stakeholder dialogue and education - Through partnering sessions, hosting and/or participating in workshops and active participation in relevant SF Bay forums, BPC ensures open lines of communication and the dissemination of information to both agencies and stakeholders.

Wetlands and Wildlife

  • Mitigation requirements and ratios - Advocate for balanced and reasonable mitigation based on sound science. Improve coordination and build consensus among stakeholders and agencies.

  • SF Bay wetlands programs and projects - Through active participation and membership on local wetlands working groups and organizations, BPC shapes wetlands planning, restoration and regulation. Affiliations and subjects include: The SF Bay Wetland Joint Venture, SF Regional Wetlands Restoration Program, San Francisco Estuary Institute, San Francisco Estuary Project, Clean Estuary Project, BCDC's Bay Plan amendments, Regional Habitat Goals Project

    Water & Air

  • Total Maximum Daily Loads (TMDL's) program - Participates in Regional Water Quality Control Board (RWQCB) stakeholder workgroups and the Clean Estuary Project to formulate a rational and feasible TMDL program.

  • Implement new Regional Air Quality-Marine Goods Movement strategic plan.

  • Educate BPC members on emerging air quality regulations affecting marine emissions, e.g. California Air Resources Board (CARB)'s Draft Emission Reduction Plan for Ports and International Goods Movement in California and Bay Area Air Quality Management Board (BAAQMD)'s Ozone Attainment Plan;

  • Provide forum for dialogue and review member history with CARB's and BAAQMD's planning and regulatory process;

  • Comment on cost effectiveness of emission reduction technologies and various control measures;

  • Establish a regional stewardship approach to support a balanced and feasible implementation of CARB’s Marine Emissions Reduction Plan;

  • Water recycling and resource planning - Actively promotes local and state plans for funding integrated water resource planning including drought response, retrofitting aging water delivery infrastructure, recycling.

    Transportation

  • SF Bay Water Transit Authority's ferry system expansion plan - Advocate for legislative adoption of the Implementation and Operations Plan and funding from bridge toll increase.

  • Intermodal system planning - Support the federal and state Marine Transportation System (MTS), the State Goods Movement Action Plan, and the Regional Transportation Planning programs for efficient freight movement and port access.

  • Implement new Infrastructure Safety Initiative for Disaster Prevention, Preparedness and Recovery.
